Patrick Phipps is the Managing Director for the Jacksonville, Florida office of Colliers International Valuation & Advisory Services. He has been actively engaged in real estate valuation and advisory since 2002 with appraisal reports prepared for a wide variety of public and private clients. His experience includes analysis and appraisal of all types of real estate, including residential, retail, office, agricultural, industrial, HUD Rent Comparability Studies (RCS), and special purpose properties, among others.
Mr. Phipps has extensive specialized expertise in hospitality properties with over 150 properties appraised throughout the Southeast and New York.
He also focuses on appraisals for litigation, including specializing in eminent domain. He is an Appraiser of Record for the Florida Department of Transportation and has been qualified as an expert witness throughout Florida, preparing appraisals for condemnors and private property owners.

Ralph DeBee has been actively employed in the commercial real estate appraisal business since 2011, with services provided in over 14 states along the eastern seaboard of the United States.
Primary experience encompasses a wide variety of property types including multi-family (conventional, LIHTC, and Section 8), suburban and CBD office (professional/medical), retail (shopping centers/free-standing), and industrial (parks/free-standing), as well as special purpose properties such as golf courses, self-storage facilities andmanufactured home communities. Ralph has developed a special expertise including insurable value studies, feasibility studies, rent analysis and market studies of commercial, industrial and residential investment properties.
Sean Mullen is a Valuation Services Director in the Jacksonville, Florida office of Colliers International Valuation & Advisory Services. He is a designated member (MAI) of The Appraisal Institute and specializes in the appraisal of vacant land, residential subdivisions and multifamily developments. Since beginning his real estate appraisal career in 2003, Sean has appraised properties including vacant land, subdivisions, condominiums, multifamily (conventional, student housing and manufactured home parks), industrial warehouses and manufacturing facilities, office buildings (professional and medical), both freestanding retail and multitenant retail properties, eminent domain, as well as specialpurpose properties. In addition to his appraisal work, Sean has been qualified as an expert witness in multiple counties of both Florida and Georgia, as well as in U.S. Bankruptcy Court.
G. Justin Lovett is a Senior Valuation Specialist in the Jacksonville, Florida office of Colliers International Valuation & Advisory Services. He has been actively engaged in real estate valuation and advisory since 2004 with appraisal reports prepared for a wide variety of clients. His experience includes analysis and appraisal of all types of real estate, including residential, retail, office, agricultural, industrial, and special purpose properties, among others, with specialization in the following areas: Self-storage, Marinas, Multifamily, Net leased retail, and Rent Comparability Studies on HUD based apartment projects.
Kyle Hildenbrand is a Senior Valuation Specialist in the Jacksonville, Florida office for Colliers International Valuation & Advisory Services. Mr. Hildenbrand has over 10 years of experience in real property valuation and consulting services. He specializes in the appraisal of office and retail properties.
Mr. Hildenbrand provides services to a broad range of clients that include corporations, developers, investment managers, lending institutions, pension fund advisors, private investors, and REITs. Mr. Hildenbrand’s experience includes appraisal, appraisal review, and valuation management for a variety of purposes including financial reporting, investment management, financing, corporate and estate planning, condemnation, assessment appeal, and market rent/rent comparability studies. He has experience working with assets across all primary property types and has been involved in valuation assignments in more than 20 states.
Kevin Branton has been actively employed in the commercial real estate appraisal business since the beginning of 2008, with services provided in over 20 states from Washington to Washington DC.
Primary experience encompasses a wide variety of property types including suburban and CBD office (professional/medical), retail (shipping centers/free-standing), industrial (parks/free-standing), and multi-family (apartments/manufactured home parks) as well as special purpose properties such as hotel/lodging and truck terminals. Kevin has developed a special expertise in the valuation of investment grade properties for clients such as TA Associates Realty, CalPERS, and Inland Real Estate Corporation. Experience also includes insurable value studies, feasibility studies, rent analysis and market studies of commercial, industrial and residential investment properties.
