She joins Colliers from the West Virginia Department of Commerce, where she was responsible for business expansion and retention for seven counties of the Eastern Panhandle Region as Regional Manager for Business Retention.

Joy began her career as a realtor at Greentree Realty where she worked in residential and commericial property sales. After moving on to work for the State of West Virginia, Lewis developed critical relationships with state, county, and local officials to assist companies in the region with a variety of needs related to expansion or relocation within West Virginia. Before taking the role at the Department of Commerce, she served as Regional Representative for West Virginia Governor Earl Ray Tomblin, where she acted as an initial contact and liasion to the Governor's office for local businesses.

The second half of 2021 saw a spike in absorption along the I-81 corridor, particularly in Washington County, Maryland and in the eastern panhandle of West Virginia. In Hagerstown, Amazon took occupancy of over 1 million square feet in NorthPoint’s project off Wesel Boulevard while Herbalife occupied 177,673 square feet in an adjacent building. Further south along the interstate in Berkeley County, West Virginia, Procter & Gamble continued to expand on their manufacturing campus and occupied an additional 400,000 square feet of distribution space in the Berkeley Business Park.
