I provide US property tax appeal and property tax consulting services to my clients.
Our property tax appeal services are focused on reducing tax liabilities through appeal and negotiated reductions. I have appeared as an attorney or agent in property tax appeals in over 25 states.
Our tax consulting services are focused on delivering value through tax incentives, abatements, negotiated reductions, strategies that minimize property tax expenses, and estimated tax liabilities for pro formas or transfers in complex situations.
I previously served as a Hearing Referee with the Michigan Tax Tribunal, presiding over thousands of property tax appeal hearings. In the private sector, I have represented many property tax clients with commercial, industrial, multi-family and residential holdings.
Accomplishments
I have achieved significant property tax savings for a large number of clients. My clients have ranged from owners of small single buildings to large international companies and conglomerates with many locations. I provide each client with the same level of personalized service focused on accomplishing results that serve their goals and objectives.

Bob Westover serves as senior vice president and an economic incentives practice leader for Colliers International in Chicago. In his role, Bob works across North America to negotiate and secure local and state economic credits and incentives for our clients.
Prior to joining Colliers, Bob served as senior vice president at CresaPartners LLC. He joined Cresa in 2016 after spending over 11 years as director of economic development with the State of Illinois Department of Commerce, where his primary responsibilities were in business development, vetting all in-bound economic incentive requests for the legitimacy of each business case and determining the appropriate awards.
Prior to his time with the State of Illinois, he served as a director of corporate development for Steris Corporation, where he led a team in the assessment of potential corporate acquisitions, closing several global deals with a market value of over $500 million. He also worked at A.T. Kearney as an associate in the strategic services group.
Christian Smith, MAI is a Managing Director with Colliers International Valuation & Advisory Services (CIVAS) working within the Columbus, Ohio office. Mr. Smith joined CIVAS in 2020 and his professional experience has focused on the preparation and review of real estate appraisals, market studies, and feasibility studies for a wide variety of property types including office, retail, industrial, multi-family, senior housing, net leased investments, hotel/motel, and various special purpose properties. Christian has appraised properties throughout the United States and holds General Certifications in the States of Ohio, New York, Michigan, West Virginia, Wisconsin, Illinois, Indiana, Georgia, South Carolina and the Commonwealths of Kentucky and Pennsylvania.
Mr. Smith has extensive experience providing appraisals of market value, market rent studies, market feasibility analyses, fair market rental value for Stark Law compliance purposes, fair value subject to FASB Accounting Standards Codification, highest & best use analyses, valuations of investment value, expert witness testimony, and consultations for clients that include financial institutions, insurance companies, healthcare systems, real estate investment trusts (REITs), asset management companies, corporations, developers, attorneys, and individual property owners.
