In my capacity as the Director of the west coast Base Realignment and Closure (BRAC) Program Management Office for the U.S. Department of the Navy, I have had an opportunity to work with many real estate service providers in a variety of specialty areas. In 2003 my staff and I began working with the Colliers International's "Integrated Real Estate Solutions (IRES)
Group", led by managing directors, Patrick Remolacio, Bret Hardy and Darrin Kennedy. The IRES Group's performance on projects ranging from the 3,719-acre $650 million sale of the
former Marine Corps Air Station El Toro in Irvine, CA (2003/05), to the complicated "Novato Land Exchange" transaction in 2007 that mandated a land-sale/transfer of a relatively small land parcel with building improvements in Novato, California, in exchange for mission-critical
restrictive easements contiguous to the Naval Air Station, Fallon, Nevada, were extremely well executed. Further, in 2005 the IRES Group provided its services for the disposition and resultant $122 million ($88 million net) sale of the 62-acre former San Pedro avy Housing property in the City of Los Angeles (San Pedro) California, greatly exceeding our expectations.
In my professional opinion, the Colliers IRES Group represented to us a "Best-In-Class" of real estate service providers in a wide range of disciplines. As such, we contracted their services for our national BRAC Program for a period of five years starting in late 2005. To date, the IRES team has shown that they possess a combination of applicable experience, knowledge, project organization skills and ethical professionalism. They continue to demonstrate a "hands-on"
can-do team attitude capable of executing some of the most complicated projects that the Department of the Navy has implemented under the BRAC program.
