Colliers has provided technical consultancy services for 3.4 million square meters of industrial space, offices, retail and hotels in 15 years of activity of the Building Surveying division

The increased attention that financing banks, but also investors and real estate owners pay to concise and complete reports on construction, the impact of buildings on the built environment, buying or selling real estate has led to an increase in requests for consultancy services related to project  monitoring activities and conducting technical due diligence and commissioning reports. With 15 years of experience in the market, Colliers has provided such services for 3.4 million square meters of space, of which approximately 2 million square meters are in monitoring projects.

Real estate development monitoring is a service requested in particular by lending banks for the verification and confirmation of works performed by real estate developers and the confirmation and verification of requests for withdrawals from the approved loan. Basically, the financing banks’ approvals for withdrawal are made following the monitoring reports executed by Colliers specialists, which confirm, among many technical and financial aspects, the concordance between the estimates of construction works and the builders' invoices for the works performed.

During the 15 years of activity in the Building Surveying segment, Colliers was an important "bearing" in the whole mechanism of real estate developments in which we were involved and for which our services were requested. Thus, by making monitoring reports, we had an impact in the delivery on the market of 18 industrial halls, 16 office buildings, 15 residential buildings, 5 shopping centers and 2 hotels, totaling approximately 2 million square meters", explains Oana Stamatin, Director of Green Certifications and Building Surveying at Colliers.

The Building Surveying market mirrors the trend in the local real estate market. If more industrial, residential or retail (strip-mall) is built this year, such developments are financed or bought, so we also make reports for such developments. Currently, we work for eight project monitoring and technical audit clients and three commissioning clients”, concludes Oana Stamatin.

Among companies for which Colliers has offered such services over time are the real estate developer CTP, but also banks such as BRD Groupe Société Générale or Banca Transilvania.

Silvia Rusei

Working within Colliers since 2011, Silvia joined the Real Estate Management Services department in 2013 after 2 years of high-street market experience. Starting with May 2014, Silvia joined the Project Monitoring Team where she is responsible for inspection and monitoring of construction development works for office, retail and residential projects as well as for technical and environmental due diligence.

Silvia became LEED Green Associate in February 2017. Silvia was part of the team that obtained the certification for one office building (AFI Park 4&5) under LEED Core & Shell and two office buildings (Nusco Tower and Enescu Office Building) under BREEAM In Use, the certification for two office buildings (UBC2 and UBC 5) under LEED Operations and Maintenance and one office building (Tower Center International) under BREEAM In Use. More, Silvia coordinated the processes for commissioning services for the following projects:One United: One Tower (LEED BD+C C&S), Tiriac: Tiriac Tower (LEED BD+C C&S) and L’Oreal Romania: Kiehl’s Store (LEED v4 ID+C).

Stefania Baldovinescu

Ştefania joined Colliers International in 2005, undertaking advisory work and developing the consulting business (feasibility and market studies, financial reports and risk analysis). In this role, Ştefania coordinated important analysis for mixed-use projects and later on she managed the consulting team.

In January 2011 Ştefania launched the Real Estate Management Services (Property Management and Green Certifications) in the role of Department Director.  She is focused on creating value and implementing strategies for existing clients, winning new clients, looking for new business opportunities, as well as developing and retaining talented people in the team. She monitors all contracts to ensure that contractual obligations are being met and that the services provided are of high quality standards.

Since 2013, Ştefania is a Board Member of Colliers International Romania and under this role she is actively participating in the overall business strategy of the company and key projects developed across the firm. 

Prior to joining Colliers International, she worked for Morgan Stanley in Ohio, USA and for British American Business in London, UK.
