Colliers sees more laborers and developers benefitting from this initiative by DTI and TESDA given the lack of skilled construction manpower in the country. According to the Philippine Statistics Authority (PSA), underemployment improved to 15.6% in January 2019, lower by 2.4% YoY, coupled by the deployment of more infrastructure projects and proper training to our labor force. Furthermore, government spending recorded a 12.7% growth in 2018, up from 7% in the previous year. This indicates that more public projects are being implemented and this raises the demand for more construction workers. Colliers expects the government to ramp up its infrastructure projects to support its infrastructure spending target until 2022 of P8-9 trillion pesos.

The improved Clark International Airport passenger terminal should be able to decongest NAIA as well as improve the connectivity between Clark and Metro Manila. The emergence of the 177-hectare Clark Global City should also provide more jobs and spur economic activity in Clark and its environs, particularly with the numerous infrastructure projects due to be completed thru the current administration’s “Build, Build, Build” program such as the NLEX-SLEX Connector, Clark-Malolos Passenger Rail and the Subic-Clark Cargo Railway.
