He formerly spent over 38 years at the Valuation Office Agency (VOA). Laurence also brings international expertise, particularly in the utility sector from his role as adviser to the Commissioner of Rating and Valuation in Hong Kong on the China Light & Power and Hong Kong Electric Cases.

With his international experience, his appointment strengthens our global expertise in the valuation of utilities, healthcare and education assets generally.
“We expect Laurence’s appointment to help us expand the existing specialist capability within the UK Rating team and provide additional support for our recent EMEA Corporate Solutions mandates, such as BT Global.”  
In his previous role, Laurence led the Civic and Healthcare division of the VOA’s National Rating Specialists section.  He was responsible for public sector property valuation, as well as BT’s national telecommunications networks in England and Wales. His role involved the negotiation of central agreements on valuation schemes for hospitals, universities, colleges of further education, local authority and independent schools for the 2010 rating lists. Laurence was awarded an OBE in 2008 for his services to government.
This is the second high profile appointment by the UK Rating team in Colliers International this summer. In May 2013, Guy Richardson joined Colliers International as a Director based in their Birmingham office. Guy also joined from the VOA, where he was a Director and member of the Board.
