He is an experienced CCAB qualified Finance professional with a proven track record of shaping Public Sector practice on a local and national level, influencing and improving the ways services are delivered and funded, and leading complex organisations through transformational change and economic uncertainty through growth and innovation.

Nick has significant experience in advising CEOs, Executive Directors, Elected Members, Governing Bodies and both Central and Local Government on strategic financial matters, driving efficiencies and maximising best value and best returns.


  • Introduced the innovative use of low cost PWLB and alternative private financing solutions to invest in high yielding energy efficiency schemes, reducing energy costs and carbon emissions whilst earning returns that were far better than traditional investment tools.
  • Set up and maintained a £180m Local Authority run national property investment fund.
  • Financial lead on the innovative sale of the Wight Link Terminal Income strip to Canada Life for £73m by Portsmouth City Council in 2016.
  • Financial lead on numerous Local Authority led Housing and Regeneration schemes across the UK.
  • Author of the book, “Real Returns from Real Estate: A Guide to Setting Up a Council Owned Private Rented Housing Company”, which seeks to assist Local Authorities in becoming less reliant on Central Government funding, whilst also reducing homelessness and improving private rented sector housing standards.


Nick qualified as a member of the Chartered Institute of Public Finance and Accountancy (CIPFA) in 2000, and was elected as a Fellow of the Institute in 2018.

Nick has worked with all tiers of Local Government, having started his career in 1990 with Hampsire County Council.

Nick joined the National Capital Markets team at Colliers in 2021.
