David has over 8 years’ experience in Rating and works within the Accurates team at Colliers. Accurates is the business rates audit division of the Rating department at Colliers and together with Rating Valuation Appeals and Rate Account Management forms the Colliers’ ‘Full Circle of Rating’.
Through analysis of the Rating List alongside legislation, caselaw and government guidance, David looks to reduce clients’ current and historic business rates liabilities. Overpayments can be as a result of calculation errors, missed or incorrectly applied reliefs and exemptions, and historic anomalies in the Rating List.
He is a member of the Institute of Revenues Rating and Valuation (IRRV) and has successfully completed the IRRV Technician qualification.
Accomplishments
Currently managing the audit and compliance review for a major serviced office provider.
Led the audit for a large photobooth operator, achieving over £1.6m in total recoveries.
Managed the rates audit for one of the largest housing associations in the UK, with over £1.4m in savings.

My Team
I have over 20 years’ experience in the Rating industry and head up the Accurates team at Colliers International.
I started my career at Wolverhampton City Council in 1999 within the Revenues Department. I joined Colliers International in 2007 as a Rating Compliance & Audit Manager and was ultimately promoted to Head of Accurates in 2020. I am a diploma member of the Institute of Revenues, Rating and Valuation (IRRV).
Chris joined Colliers in July 2013 having graduated from the University of Birmingham with a BSc in Economics. Chris works as part of the Accurates team within the Rating department in a team focused on identifying Business Rates discrepancies and anomalies. He has worked on various rates audit and rating cases and prioritises generating new business from prospective clients. Chris also has experience in managing clients empty rate liabilities.
Chris became a member of the Institute of Revenues Rating and Valuation (IRRV) in 2016 and has successfully achieved the IRRV Technician qualification.
Abel currently works as part of the Accurates team within the Rating department where the general aim is to identify Business Rates discrepancies and anomalies. As a compliance and audit manager, Abel has worked on various rates audit and rating cases.
Abel graduated from Aston University with a degree in Business Management and Public Policy.
Rachel originally joined the Rating Department as an Associate Director in the Accurates Team in September 2007, and was promoted to Director in January 2010. Following a career break in 2016, she re-joined Colliers in November 2019 to work on key client contract management.
Rachel is a corporate member of the Institute of Revenues, Rating and Valuation (IRRV) and has 20 years local government experience of the administration and collection of local taxation charges. The latter 5 years of her local government career included working as a senior manager and her responsibilities included determining applications for discretionary rate relief and leading teams responsible for administering Council Tax and National Non-domestic Rates.
Khurram joined the rating team at Colliers International as an Analyst in January 2007. He has previously worked for West Midlands Police in their HR statistics department, where he was involved with analysing HR information, identifying trends in data, auditing, interrogating and manipulating data in order to make full use of all the HR data available in the organisation. He was also involved with the upgrade of the HR system used in the organisation, helping identify how the new system would better suit the HR processes.
Khurram is involved with managing business rate audits on client portfolios. He is part of the Defined Recoveries Revenue stream within Accurates and is involved with identifying potential historic errors in the rating lists.
Khurram is a Technician member of the Institute of Revenues, Rating and Valuation.
My working career started in the world of Advertising towards the end of the last Millennium!
After several years I entered the world of Recruitment and remained within it for about 20 years working for both Manpower and Capita.
51/2 years ago I joined the world of Rates Audit, when joining a firm called Goodman Nash. Colliers International was a competitor! However in August 2015 I was very happy to leave GN when offered a position within Colliers’ Accurates division.
As the Business Development Manager for the team it’s my role to predominately cross sell the 5 service lines we cover - Defined Recoveries, Historic Rates Audit, Empty Rates Cost Management, Efficiency Reviews and Forensic Auditing.
Sophie joined Colliers International as a Compliance and Audit Assitant within the Accurates Data Team in 2020. Having graduated from the University of Liverpool in 2016 with a 2.1 in Business Studies and French, she is a keen traveller and has international experience having lived and worked in both France and Australia.
Within the Accurates team, Sophie provides support to audit managers particularly in relation to Empty Rates Relief. She has also taken an active role in the COVID-19 grants application process for national companies within the UK, developing relationships both internally and externally.
