Colliers International has secured planning permission and listed building consent on behalf of Alchemi Group, a specialist central London residential developer, for the change of use of 21 office suites to 21 self-contained flats at Westminster Palace Gardens, Artillery Row in Victoria, Central London.

Colliers negotiated with Westminster City Council resolving issues relating to heritage, parking, environmental health, sustainability and agreeing the planning obligations. This included negotiating a financial contribution towards the City Council’s affordable housing fund as, due to the nature of the building, it would not have been possible to provide affordable housing on the site.

Katie Weston, Project Supervisor for the scheme at Alchemi Group said: “Alchemi Group feels sure that the hard work put into the preparation of the application – the product and market knowledge, the understanding of our needs and quality of partnership working - contributed in no small measure to it being validated immediately and receiving unanimous support at committee.”

Alex Neal, Senior Planner, Colliers International, who led the project, commented: “Owing largely to the fact that the building is Grade II Listed we were able to demonstrate that it would not be possible and practical to provide affordable housing on site as part of the primary development.  We worked closely with Alchemi and Westminster City Council to agree a staged commuted payment, such that tranches of the payment only become due as the planning consent is implemented rather than a large one-off payment up front.”
