Assigned to 14th Air Force as CAT A Individual
Mobilization Augmentee and attached for training as
Disaster Preparedness Officer at Columbus AFB,
Mississippi. During his assignment at Columbus, he
rewrote the Base Disaster Response Plan, participated
as Disaster Response Officer in numerous exercises,
including nuclear, biologic, and chemical warefare
scenarios. He managed the disaster response at one
aircraft crash and several chemical spills. He assisted
with development and implementation of NBC training
programs for mobility personnel. He wrote NBC
training plans and conducted NBC training. He also
participated with Mississippi Army National Guard in
several exercises of military support to civil defense.
1981-1986
Assigned as Emergency Plans and Operations Officer at
Memphis Defense Depot. During this time period,
he rewrote the Depot Emergency Response Plan
and restructured and retrained the HAZMAT
response team. 1986-1996
Called to full-time active duty for one year during and after
Desert Storm. He managed the 3.5 million square
feet of bulk warehousing at the Memphis Defense
Depot, including having operational control and
responsibility for all of the hazardous material, of
which there was around 1 million square feet of
warehousing. He was in charge of the HAZMAT
response team during this period, and managed
the response to a number of chemical spills. 1991-92

SuperTerminal Memphis, a major transportation
initiative currently being implemented by the City
of Memphis and State of Tennessee. Superterminal
Memphis is a 1,000-acre intermodal rail terminal
which will house all five of Memphis’ Railroads. This
public-private partnership is funded by a $200 million
private sector investment and $160 million in public
funding. This project will remove $63 million per year
of cost from the Memphis area intermodal system.
The 20-year Mid-South economic impact will be 20
billion dollars, and since Superterminal Memphis
adds capacity to the national intermodal system, the
Department of Commerce models have demonstrated
that the 20-year national economic impact is $2.7
trillion.
